Richard Seder, Business Manager, Financial Secretary-Treasurer Background – Rick started working for Local 516 in 1983 in various capacities and represented the Local Union on several committees. He served on the Executive Board from 1983 through to 1993 when he became the Business Manager of the Local Union. He served on the Negotiating Committee and represented the Local Union at the Labour Relations Board during that period and continues to do so. His involvement in Local 516 broadened as each year passed, preparing him for the day that he would become Business Manager of Local 516. Internationally, he has had the honor to serve our General President on a number of committees. This experience has shown great rewards. Rick has attended training seminars with the International Foundation of Employee Benefits in the fields of Investment, Fiduciary Responsibility, Plan Management, Legislation, Trustee Duties, Mutual Funds and Tax Involvement. These certificate courses have ensured that our Health and Welfare and Savings Plans are operated at the highest level. The position of Business Manager is very complex and diverse. It involves, in totality, the managing of every affair to do with our Members, our Plans and our Employers.
Duties - The position of Business Manager is combined with the position of Financial Secretary Treasurer in Local 516. The full-time daily operation of Local 516 in all of its affairs and operations is under the control and supervision of the Business Manager. By virtue of the office, the Business Manager is the trustee of the welfare of the members of the Local Union. It is also the Business Manager’s duty to protect the trade jurisdiction of Local 516 and the United Association in general. He must also ensure that those plying the trade are properly qualified and that apprentices are indentured. Also by virtue of the office, the Business Manager becomes Chairman of any negotiating committees and thus heads up the negotiating committee to bargain for a new collective agreement as each one expires. With that comes the responsibility of adjusting all grievances between members of the Local Union and their employers with justice and fairness. A further duty is to foster and promote employment for the members of Local 516 and to see that members are dispatched to employers seeking qualified journeypersons and apprentices. The Business Manager also oversees the organizing activities of the Local Union in attempting to find qualified people and/or employers to join the Local Union. The Health and Welfare Plan, Savings Plan, Joint Apprentice Training Fund are also the Business Manager’s responsibility and he oversees the day to day operation of these plans. All financial aspects of the Local Union, its plans and funds are under the umbrella of the Business Manager Financial Secretary-Treasurer. Committees and Appointments - Rick currently serves on the United Association – Teamsters Jurisdiction Committee which is an International Committee. Committee members are appointed by General President Martin Maddaloni. Retired General President Marvin Boede also appointed Rick to serve on committees at the General Convention. Brother Seder served as a Vice-President of the now defunct Canadian Federation of Labour. This was an elected position in which he served six years.
